In Premiere Pro's menu:
Window > Extensions

If the extension doesn't show up:

on Mac:
Open the Terminal and paste
for Premiere 2022:
defaults write com.adobe.CSXS.11.plist PlayerDebugMode 1 && killall -u `whoami` cfprefsd
for Premiere 2021:
defaults write com.adobe.CSXS.10.plist PlayerDebugMode 1 && killall -u `whoami` cfprefsd
Hit enter and restart Premiere Pro.

on Windows:
Type ”command prompt” into the Start menu to search for the Command Prompt tool.
Open it and paste
for Premiere Pro 2022:
reg add HKEY_CURRENT_USER\SOFTWARE\Adobe\CSXS.11 /t REG_SZ /v PlayerDebugMode /d 1 /f
for Premiere Pro 2021:
