This panel was originally created for CS5, but the Articles panel introduced with InDesign CS5.5 allows you to manage the structure for PDF & ePUB structure in the easiest way.
I converted it to CS6 to those who have a workflow based on the structure of XML content for PDF and ePUB files.

Version converted for InDesign CS6.

After installation open InDesign and go to Window > Extensions > Accessibility
